To capture a Troublemaker, you have to get close to it, so either find a way to trap it or run it down, then when your character is close enough, press the appropriate button ( or on PC, or or ) and your character should tackle the Troublemaker, relieving it of the reward it was carrying. They can be trapped by terrain (relatively easily, it seems). They cannot be shot, blown up or set on fire. Troublemakers are immune to nearly all forms of damage (except Toxic Slime).
